As specified by The Council on Tall Buildings and Urban Habitat (CTBUH), a building which has more than 85 percent of floor area dedicated for residential usage is considered to be residential building. And a building can be considered as the tallest only when it fulfills the specified criteria like (i) fully clad (ii) topped out architecturally and structurally. 

As per the list of residential skyscrapers, any building having a height of more than 250 meters (820 ft), (excluding the antenna masts) based on standard height measurement can be considered to be tall. However, the builder is required to take special clearances for all projects exceeding 300 meters.
